Since the introduction of the Italian Startup Act in 2012, Italy has been actively attracting talent and capital to work in this beautiful country. Applicants from all over the world can develop a business and live in Italy thanks to the Italian Startup Visa. Fortunately for candidates, this program is less well-known than similar programs in Chile and Canada, thus competition is minimal and competitive selection is quick. We applied in August 2017, received our visas (type D) as a Christmas present at the end of December, and were in Italy by the spring of 2018. According to statistics for 2019, most applications for a startup visa in Italy were received from Russia (107), China (99) and (surprisingly) the United States (44).
Submitting an application requires serious preliminary work and confirmation of the availability of funds to invest in the project. Formally, it is required to invest at least 50 thousand euros in a new startup or 100 thousand - in an existing one. But in reality it's crucial to note that applications showcasing investments surpassing these thresholds are greatly appreciated. However, in any case, these amounts pale in comparison to the exorbitant costs associated with "golden visas" (visas for the chosen place of residence) for residency in Europe and the United States.
The Investor Visa for Italy program is characterized by online
submission of all necessary documents and short processing time
- 1 month. One of the options for investing in the Italian
economy is to invest 250000 euros in an existing Italian
startup.
Compared to the Italian Startup Visa program, the Investor Visa
for Italy program requires a larger financial investment, but
has a number of advantages:
• no need to submit a business plan and no need to prove
professional qualifications;
• only a letter from the startup and a bank statement are
required to confirm compliance with the terms of the program;
• the first residence permit is issued immediately for a period
of 2-3 years;
• no need to work in the startup that received the investment;
• no need to stay in Italy for half of the residence permit
period (in total).
Thus, this is the most inexpensive way to obtain a
residence permit for investment.
In July 2023, the acceptance of applications from Russia and
Belarus is suspended, but if you have an alternative citizenship
and a bank account in a "white" jurisdiction, there are no
obstacles.
Firstly, it is a beautiful country with a mild climate, diverse nature and magnificent urban architecture. It's really nice to live and work here.
Secondly, Italy is a country with a developed economy. It is hard to believe for tourists who see stunning beauty and a somewhat relaxed lifestyle around, but the republic ranks 3rd in terms of GDP in Europe and 8th in the world, and in terms of industrial production in Europe, Italy is second only to Germany.
From a business point of view, in addition to the domestic market (population about 60 million people), the borders of the entire European Union (population about 450 million people) are open for Italian companies. The "Made in Italy" label on your product or service is itself a brand and can promote your product.
Those who like high technologies will be interested to know that one of the most modern technoparks in the world, Tecnopolo, has been built in Rome.

At first glance, the idea of investing 50 thousand euros in your new startup seems more attractive than investing at least 100 thousand in an existing one. However, after reading the documentation, it becomes clear that it is much more difficult to defend an application for a new startup.
When applying for a new startup, it must be a real project,
existing and developed for at least some time, with a serious
business plan and a proven innovation component. Typically, the
project should already be at the prototype stage.
You personally must have the appropriate competencies and the
background for successful work in technology companies.
An investment plan must be developed, which will then be
transferred to the founding documents of the newly created Italian
company.
In our experience, this is not so simple. At the time of filing an application for an Italian start-up visa, we had: a working company in our country, registered (already valid) patents for inventions in Russia and the USA, a lot of know-how, workable prototypes, participation in large exhibitions, residency in a business incubator, victories in competitions and grants. Nevertheless, during the interview (it was held via Skype in English), the specialists of the Ministry of Economic Development of the Italian Republic asked us many interesting questions. Fortunately, we were prepared and everything was completed successfully.
In addition, upon approval of the application, after arriving in Italy and receiving the documents, you will need to establish a company. To do this, you will have to obtain a personal and corporate tax code, open a bank account (s), prepare a charter and incorporation documents, conclude contracts for a legal address and accounting services, register a PEC, prepare and register mandatory books. Almost all of this is done in person (not online), requires a good knowledge of the Italian language and takes a significant amount of time (several months) and also requires money. In the chamber of commerce, during the opening of the company, you will also need to prove the innovativeness of your project. After registration, it will be necessary to support this company by ensuring that the criteria for the annual renewal of registration in the registry of innovative startups are met.
When investing in an existing startup, most of these problems disappear. The company has already been operating for 3 years (this is a condition of the program), is registered in all registers, has established connections and business processes - this is taken into account when considering an application. The requirements for the investor himself are not so strict - it is clear that he or she does not need to have all the competencies for the development of the whole project, since the project already exists without him. Upon arrival in Italy, in this case, you will have much more time to equip your life and enjoy new facets of life.
